COY 10 Mitigation WG
• We demand a phasing out all fossil fuel emissions and phasing in 100% renewable energy with access for all, as early as possible but in 2050 at the latest. • We call for a temperature increase limit of 1.5° and we propose that the carbon budget (INCLUDE NUMBER) should be included in the text to translate 1.5° into a meaningful and fair target.
● We demand that all submissions by Parties reach a level of ambition coherent with this target ○ These should also be in accordance with their historical emissions and current and future capabilities, as defined by national per capita emissions of GHG since 1850, distribution, size of the wealth and national income, technological resources
● We demand that fossil fuel subsidies and incentives on the production side must come to an end in order to phase out fossil fuels o We suggest that the resources saved is spent on transition to renewable energy sources, technology transfer and financing mitigation efforts in developing countries. GCF, GEF, Adaptation fund etc.
● We believe that the exploration of new fossil fuel reserves is completely unnecessary and inconsistent, when it is known that less than 20 % of the fossil fuel reserves known today can be extracted and burned to keep GHG emissions within the carbon budget.
• We demand that industrialized countries commit to reducing their emissions domestically, without offsetting, in line with what science and equity demand, and by at least 40% (by year 1990) by 2020 • That mitigation should not only be done through a shift to clean energies and more efficiency, but also by reductions in consumption • [Carbon markets - false solutions, technological and knowledge sharing and finance for discussion tomorrow] • Consumption vs. production emissions

Hello, Great contributions! Claudel here from the Health Working Group. We have though about mitigation and there are a few points that we think could be added to the mitigation section of the outcome document. We believe those points could add a lot to the discussions: • International and national needs-assessment shall systematically include the health co-benefits, especially the ones related to the reduction of GHG and urban planning. • The health sector shall contribute to the reduction of GHG by implementing measures to “green” the healthcare system with particular attention to energy, travel, waste, procurement, water, infrastructure adaptation and building so that resources are used efficiently and responsibly. • The international community shall acknowledge that mitigation strategies that include health benefits assessment can offset a substantial fraction of the costs of mitigation. Hey guys!
Very nice work! I have one comment though: "These should also be in accordance with their historical emissions" is not something that I can or will support today, tomorrow or anytime in the future. Taking into account tomorrow's consensus vote, perhaps you can try to rephrase this idea in "common but differentiated responsibilities" or something a little more abstract, so that our youth delegates can fill in exactly how this should work in accordance with their own views.

Thanks for your proposal. I would love to hear the reason behind your request. I think if you are asking such a big change we should hear as to why.
Historical responsibility is key to an equitable and just approach, which is the commonground we all agreed to work with. It is also the base of the negotiations under the UNFCCC. Thus explicitly including it in the written text will make this youth declaration stronger.
During the discussion we all explained what was going to be included in the text and why. This is how we reached these decisions. So, can you please do the same with your proposal?
